Jersey City, NJ (February 3, 2005) – Rich Bernard, Executive Vice President and General Counsel of the New York Stock Exchange, INC., will deliver the first address for the spring semester in the Guarini Center lecture series at Saint Peter’s College at 11 a.m. on Thursday, February 10th. “We are especially pleased to have Mr. Bernard address our students, many of whom work in the financial services industry on Wall Street through our cooperative education program,” said Dr. Kenneth Mitchell, Saint Peter’s College Political Science professor and chair of the lecture series. “In the last few years, we have witnessed significant changes in the nature of trading. We look forward to hearing Mr. Bernard place some of these transformations and challenges in context.”
Bernard’s talk is entitled “The Evolving Governance and Regulatory Structure of the New York Stock Exchange. ” He has served as executive vice president and general counsel at the NYSE since 1996 and was previously outside counsel to the NYSE for 16 years. He also has responsibility for the administration of the Exchange’s audit and regulatory quality review functions. Bernard has also served as senior advisor to the Russian Commission on Securities and the Capital Market. He was the lead partner in Moscow for Milbank, Tweed, Hadley & McCloy. He earned his undergraduate degree in the Russian language and studied in the former Soviet Union.
Bernard has lectured extensively on the creation of securities markets and counseled several governments, including Belarus, Estonia, Latvia, Kazakhstan, Russia and Ukraine, on the creation of stock exchanges and the development of securities regulation and disclosure systems. A 1972 graduate of Michigan State University, Bernard earned his law degree from New York University in 1976 and a masters of public affairs from the Woodrow Wilson School at Princeton University. In 1998, he completed the Advanced Management Program of the Harvard Business School. He is a member of the corporate, banking and business law section of the American Bar Association, the International Advisory Committee of the Cairo and Alexandria Stock Exchange and a member of the business law section of the International Bar Association.
Established in 1994 by former New Jersey Congressman Frank Guarini, the Guarini Center aims to provide a non-partisan forum for discussion and analysis of key public policy issues and to encourage careers in public service among today’s students. Members of the general public are invited to attend the talk in Pope Lecture Hall on the Saint Peter’s College Jersey City campus. The lecture begins at 11 a.m. and includes a question and answer session after Mr. Bernard’s general remarks.
